NEW YORK, N.Y. – Apple fans who froze their credit after the Equifax data breach may end up with another hassle on their hands if they try to get one of the new iPhones that can cost more than $1,000. People who rushed to lock down their credit and want to make any other big purchases may find the same inconveniences.Since Equifax disclosed that 143 million Americans had their Social Security numbers and other personal data hacked, experts have encouraged people who may affected to put in place what’s known as a credit freeze. That locks down a person’s credit from being stolen by identity thieves — but could also mean delays and more fees for Equifax victims who want to finance a new phone.You can unfreeze your credit before a big purchase and freeze it again afterward. How long it will take and how much it costs vary state by state. Experts say generally it’s best to give the major credit bureaus — TransUnion, Experian and Equifax — notice of several hours or even a few days before you apply for financing. And people just getting used to the idea of freezing their credit could pay $3 to $10 for each action at each of the three bureaus.Payment plans are a growing business for the major wireless carriers, many of which no longer subsidize a customer’s purchase, because a monthly payment makes an expensive smartphone more affordable. And Apple and the wireless carriers often need access to your credit report in order to approve the sale of a new phone under a monthly plan.“But if you are someone who has frozen their credit record, you may suddenly discover that you can’t afford an iPhone X, after all,” said Patrick Moorhead, an industry analyst with Moor & Insights.Providence, Rhode Island-based Citizens Financial Group, which runs the Apple financing program, said any new or existing customer who has a credit freeze on their information will be declined financing. So they would have to unfreeze their credit, at least temporarily. Sprint, Verizon, T-Mobile and AT&T run credit checks with the agencies for new customers. Policies vary for existing customers.Analysts say two-year financing plans have become essential to selling high-end smartphones. International Data Corp. analyst Ramon Llamas called them “critical.” Moorhead expects virtually everyone interested in the new iPhone X, which rolls out later this year, to use an installment plan.Apple rolled out its program two years ago that lets customers upgrade to a new phone each year and divides the cost of the phone into a monthly payment. The company doesn’t share details on how many customers finance their phones through Citizens/Apple instead of their carriers, and declined to disclose how many of its iPhones are financed.For other carriers, it’s clearly big business. AT&T sold 3.58 million smartphones to customers under payment plans last quarter, according to its most recent filing. Verizon customers financed $14.51 billion in smartphones under the company’s payment plan in the first six months of 2017, and roughly half its customers who pay a cellphone bill at the end of each month are on a payment plan.The Verizon and AT&T figures include sales of both iPhones and other smartphones like Samsung, which has a larger worldwide share of the smartphone market than Apple. VANCOUVER — Just weeks after Greyhound Canada asked for permission to cut a number of routes in British Columbia, the company has applied to chop or change even more its bus routes throughout the province.Documents on the B.C. Passenger Transportation Board website show Greyhound has applied to eliminate a total of nine routes, including Prince Rupert to Prince George and Dawson Creek to the Yukon boundary.Additional routes that Greyhound hopes to abandon include one from the University Endowment Lands in Vancouver to Whistler, and Victoria to Vancouver.Peter Hamel, Western Canada regional vice-president for Greyhound Canada, said in a statement that the company will be meeting with northern B.C. mayors at their request in October to provide details on the proposed changes.Hamel said mayors were notified on Sept. 13 and notice of the changes is also being posted at the local agencies so that the public can submit questions.The company has also applied to scale back the frequency of 10 routes including those linking Vancouver to Pemberton, Kelowna, Osoyoos, Prince George and the Alberta boundary.Several other routes through the southern Interior and Similkameen are also slated for service reductions, with Greyhound applying to trim twice-daily service between Kamloops and Kelowna, via Vernon, to twice a week.In August, Greyhound defended its application to stop service along Highway 16, the so-called Highway of Tears, citing high costs and low ridership, but Cache Creek Mayor John Ranta says Greyhound, not small communities, is responsible for the service reductions.“Slowly I am seeing a deterioration of service to rural communities through no fault of our own but through questionable management decisions on the part of Greyhound,” Ranta says.If the cuts and reductions are approved by the Passenger Transportation Board, Cache Creek would see a drop in service when Greyhound’s run from Vancouver to Prince George is scaled back.Greyhound has said it is continuing its discussions with provincial and federal officials regarding options for transportation in rural areas.Officials with the Passenger Transportation Board could hold public consultations as part of the decision process on Greyhound’s application and its website shows the board will accept written comments about the application until Oct. 13. “The new guidance aims to help countries to improve treatment and care for hepatitis and thereby reduce deaths from liver cancer and cirrhosis,” Dr. Stefan Wiktor, leading WHO’s Global Hepatitis Programme, said in a news release. The publication of the guidelines coincides with the availability of more effective and safer oral hepatitis medicines, along with the promise of even more new medicines in the next few years, to tackle a disease that results in 350,000 to 500,000 deaths a year.WHO will be working with countries to introduce the guidelines as part of their national treatment programmes. The agency’s support will include assistance to make the new treatments available and consideration of all possible avenues to make them affordable for all, as well as an assessment of the quality of hepatitis laboratory tests and generic forms of hepatitis medicines.“Hepatitis C treatment is currently unaffordable to most patients in need. The challenge now is to ensure that everyone who needs these drugs can access them,” says Dr. Peter Beyer, Senior Advisor for the Essential Medicines and Health Products Department at WHO. “Experience has shown that a multi-pronged strategy is required to improve access to treatment, including creating demand for treatment. The development of WHO guidelines is a key step in this process.”The new guidelines, launched on the eve of the opening of the 2014 International Liver Congress in London, make nine key recommendations. These include approaches to increase the number of people screened for hepatitis C infection, advice as to how to mitigate liver damage for those who are infected and how to select and provide appropriate treatments for chronic hepatitis C infection.WHO recommends a screening test for those considered at high risk of infection, followed by another test for those who screen positive, to establish whether they have chronic hepatitis C infection.Since alcohol use can accelerate liver damage caused by hepatitis C, WHO now advises that people with chronic hepatitis C infection receive an alcohol assessment. The agency also recommends providing counselling to reduce alcohol intake for people with moderate or high alcohol use. In addition, the guidelines provide advice on the selection of the most appropriate test to assess the degree of liver damage in those with chronic hepatitis C infection.As for treatment, the guidelines provide recommendations on existing treatments based on interferon injections as well as the new regimens that use only oral medicines. WHO will update recommendations on drug treatments periodically as additional antiviral medicines are registered on the market and new evidence emerges.The recommendations also include interventions that should be put in place to prevent transmission of hepatitis C, including measures to assure the safety of medical procedures and injections in health care settings and among persons who inject drugs. WHO pointed out that rates of new hepatitis C infections remain “unacceptably high” in many countries due to the reuse of injection equipment and lack of screening of blood transfusions.“Many people remain unaware – sometimes for decades – that they are infected with hepatitis C,” says Dr. Andrew Ball, Senior Advisor for Policy, Strategy and Equity for WHO’s HIV/AIDS Department, where the Global Hepatitis Programme is housed. “Today’s launch highlights the need for more awareness and education on hepatitis for the general public. Greater awareness on the risks associated with hepatitis C should lead to a demand for services and expansion of laboratory capacity and clinical services so that more people can be tested, treated and cured.”There are five main hepatitis viruses, referred to as types A, B, C, D and E. Hepatitis B and C have the greatest public health impact because they cause chronic infection which can progress to cirrhosis and liver cancer. Hepatitis A and E, spread though unsafe water and contaminated food, have the potential to cause outbreaks in certain populations.The hepatitis C virus is most commonly transmitted through exposure to contaminated blood. Those at risk include people undergoing invasive medical procedures and therapeutic injections where there is poor infection control. Also at risk are those exposed to contaminated injecting and skin piercing equipment, including through injecting drug use, tattooing and body piercing. read more
Flu can be spread from person to person simply via breathing, a new study has found, casting doubt on Government health adverstisements that on focus on sneezing.A groundbreaking experiment on flu patients in the US revealed the virus’s capacity to aerosolise and linger in the atmosphere is significantly greater than previously thought.By contrast, sneezing appeared to play a relatively small part in spreading influenza, which has killed at least 120 people so far this winter and has now reached epidemic levels in some areas.The results, published in the Proceedings of the National Academy of Sciences, call into question the relevance of some of Public Health England’s advertisements which prominently warn of the dangers of sneezing.While sneezing can transfer the virus, particularly by contaminating surfaces, people with flu sneeze relatively rarely, the researchers at the University of Maryland observed.However, the study suggested that at least four in ten flu sufferers will aerosolise – turn into droplet nuclei – the infection simply by breathing.It can then linger in the atmosphere for “hours” according to the lead scientist.The analysis of 142 flu patients found they were more likely to deposit the virus into the air around them during the early stage of their infection. Health officials have said the current flu season is the worst for seven years.A spokesman for Public Health England said: “Scientific consensus remains that important lines of defence against flu are to avoid having unnecessary contact with other people if you or they have symptoms of flu, and to adopt good respiratory and hand hygiene – which is what the Public Health England advice says.”Our advice about what the public can do to reduce the spread of flu is underpinned by the best available evidence and directed by multiple scientific papers.” It also showed that flu sufferers who were overweight or obese were more likely to aerosolise the disease. Coughing was found to be a significant spreader of the disease.This is thought to be because obese people with flu suffer higher levels of inflammation and because their airways are prone to close up intermittently, meaning increased aerosolisation occurs when they reopen.“Influenza comes on hard and fast and you are probably infectious right then,” said Dr Donald Milton.“I would like people in my workplace who are coming down with the flu to please go home and not infect me.Dr Milton said that based on previous studies the virus lingers ‘hours’ in the air.“Staying home could make a real difference,” he said.Latest data from Public Health England shows that cases of flu have risen by 150 per cent in two weeks.The outbreak has reached epidemic levels in some parts of the UK with the “Japanese” strain now dominant after the NHS failed to vaccinate adults against it.Figures released on Thursday show that York is is now suffering an epidemic – meaning 109 people have the disease for every 100,000 – and that Herefordshire and north Somerset are approaching that rate. A terrorist washed his knife and wiped it on his beard in a “chilling gesture” after killing eight people at London Bridge and Borough Market, an inquest has heard.Khuram Butt, 27, was caught on CCTV cameras cleaning his 12 inch pink ceramic knife inside Black and Blue restaurant while Youssef Zaghba, 22, took a drink from the tap behind the bar.The terrorists’ movements were part of harrowing footage showing the London Bridge terror attack unfolding in real time has been played at the inquests into the eight victims’ deaths.Jonathan Hough QC, counsel for the coroner, had warned the families of the victims in court that “distressing images” would be shown, and Butt’s reaction was “the most chilling”.A grim compilation of video clips from CCTV, dashboard cameras and handheld camera phones charted the progress of the atrocity in minute detail. Christine Archibald (known as Chrissy) had told her fiance, Tyler Ferguson, that she loved him moments before she was killed The victims of the London Bridge terrorist attack (top row left to right) Christine Archibald, James McMullan, Alexandre Pigeard, Sebastien Belanger, (bottom row left to right) Kirsty Boden, Sara Zelenak, Xavier Thomas and Ignacio EcheverriaCredit:PA Butt, meanwhile, was seen “lunging at customers with a knife”, Mr Hough said.All three men, with 12-inch ceramic knives strapped to their wrists, then proceeded up Borough High Street, where they attacked several passersby.CCTV showed them being confronted by two British Transport Police officers – Leon McLeod and Wayne Marques – along with off-duty officer Charlie Guenigault.As the attackers lurched forward towards the men, one of the eventual victims – Ignacio Echeverría, 39 – jumped off his bicycle and ran to help the officers, hitting Redouane with a skateboard.He was left with fatal stab wounds when the terrorists knifed him repeatedly.In one particularly disturbing clip, CCTV from inside a nearby cafe, Mr Guenigault falls to the floor and is stabbed repeatedly as Mr Marques tries to drag him away.All three men were able to continue up the road, stabbing at random, including one drinker who was knifed three times in the bank on the corner of Stoney Street, but managed to turn around and throw his pint at the men. Redouane brandished his knife threateningly in Mr Larner’s face before suddenly stabbing him in the chest several times, with Zaghba joining in. Incredibly, Mr Larner survived.Several other men were targeted in the restaurant, including Geoff Ho, a journalist who was stabbed in the neck after Butt ordered him to “lie down”. Their onslaught continued up the road and they were able to stab one woman in the El Pastor restaurant and two people hiding beneath tables in Elliot’s restaurant.At the end of Stoney Street, staff had attempted to lock the doors to the Black & Blue bar and restaurant – but security footage showed Redouane and Butt viciously kicking it open.By this stage, Butt had discarded a red jacket to reveal his Arsenal shirt and a fake suicide belt underneath. The removal of the red jacket would later lead police to believe a fourth attacker could be at large, due to disparities in witness descriptions.Gasps were heard around the Old Bailey as high-quality footage was played of the terrorists squeezing through a glass door and squaring up to customer Roy Larner. By this stage, brave onlookers had begun to challenge the terrorists by throwing chairs and other objects. One of the knives used used by the London Bridge terrorists Credit:PA Redouane – wearing a stripey jumper – was filmed bending down to stab Kirsty Boden, a 28-year-old Australian nurse who was tending to fatally injured waiter Alexandre Pigeard, 26. The three terrorists were eventually shot dead by three armed police officers from the City of London police at 10.16pm. A stray bullet injured a man watching through a window of the Wheatsheaf pub opposite.It emerged the terrorists were shot several more times while on the ground because police saw they were “still moving”.Mr Hough said police “believed they were going to activate the explosive devices and fired further shots”.The inquest continues. Xavier Thomas, 45, was knocked over a balustrade to his death in the River Thames by the force of the impact.CCTV from a bus then recorded the traumatic moment Christine Archibald, 30, was caught beneath the wheel of the van and dragged along the road for several yards.Her partner, Tyler Ferguson, could be seen desperately chasing the vehicle and then sliding to his knees next to his stricken fiance, who later died of her injuries.Attackers Khuram Butt, Rachid Redouane and Youssef Zaghba then crashed their van outside the Barrowboy and Banker pub, sending debris raining down on punters in the courtyard of the Boro Bistro below. Jonathan Hough QC told the second day of the inquests at the Old Bailey: “You will get the impression of many people out on the street on a Saturday night.”One passerby began filming on his mobile phone as the terrorists charged into the Boro Bistro courtyard, screaming: “Allahu Akbar.”Mr Hough said most of the stabbings that followed could be described as a “brief but furious assault”.Terrified shrieks mixed with the sound of the bar’s loud music could be heard on the clip as the three men began stabbing customers at random. It showed the moment, at 10.06pm on June 3 2017, a white rental van first mounted the pavement on the east pavement of London Bridge and hit two pedestrians, sending one woman flying.A packed courtroom at the Old Bailey was warned in advance about the graphic nature of the CCTV, which showed the vehicle zig-zag across the road into crowds of pedestrians. Updated 21:29A MAN IN Drogheda was charged this morning in connection with the tiger kidnapping of an An Post worker and his family in 2011.The 32-year-old appeared in court in connection with the crime after he was arrested this morning in the Dublin area.On 1 August 2011 number of men – at least one of whom was armed – entered the An Post worker’s house and forced him along with his wife and child to remain there for a number of hours.They were forced to remain in the house for a number of hours before all three were brought to another location.The official was then taken to the post office at West Street in Drogheda the following morning, where he brought a sum of money to a specific location.The man’s partner and child were subsequently released unharmed at Damastown, Dublin 15, later that afternoon.First published 14:31Read: An Post official’s wife and child abducted in Drogheda tiger kidnapping > read more
The Christmas season is officially over, and thank goodness, just in time for Easter. A woman who told The Columbian in December the Jesus figure in her family’s nativity scene had been swiped phoned on Wednesday to say it has been returned. Sheryl Black said when she arrived at about 11 p.m. at her parents’ Cascade Park home, at the intersection of Southeast 125th Avenue and McGillivray Boulevard, the baby Jesus figurine was still away. When she woke this morning, “It was laying perfectly straight, right between the mailbox and the curb.”“Wow, that made my morning,” Black said. The nativity scene was intact when Black and her family returned home at 1 a.m. from a Christmas Eve service at Good Shepherd Lutheran Church. On Christmas morning, the production’s star was missing. Black said at the time the manger scene has been a tradition running about 15 years.“It’s insane that someone would stoop so low to take baby Jesus,” Black said then. “The meaning of Christmas and it’s gone.”And now, it’s back. She said there was no note or anything left behind to explain the figurine’s absence. She even looked inside the mailbox. It doesn’t matter, though, she said. “He’s back home. The original 1976 Magnuson Stevens is almost universally praised. It’s the law that keeps foreign fishing fleets off America’s shores and established regional management councils to rebuild fish stocks and ensure sustainable harvests. But Young’s renewal of the law is not without controversy.Listen nowYoung always says the Magnuson Stevens Act was misnamed.“I like (to) take pride in that bill. It’s my bill, the Magnuson Act,” Young said in an interview in his office before the vote. “It went over to the Senate and the Senate did what they usually do, they named it, the Magnuson Stevens Act. And it shouldn’t have been named that. I won’t go into what should have been named.”Rightly or wrongly, the bill is named for the late Sens. Warren Magnuson of Washington and Ted Stevens of Alaska. But Young’s larger point is that he considers the law his baby and insists he would never do anything to undercut it. Young said his latest bill, H.R. 200, builds on the original idea that fisheries management should be built on sound science“That same goal is there but times evolve,” Young said. “Technology improved and we think it’s time the councils that are doing their jobs have a little more flexibility.”Adding flexibility to the law is important, Young said, because the management councils know the facts of their fisheries better than Congress does.For instance, in the House floor debate, Young pointed to the law’s 10-year deadline for stock rebuilding programs.Linda Behnken testifies before to the Alaska Board of Fisheries in 2015. Otherwise we lose years and management of the fish for a period of time.”Young said some people oppose his bill because they don’t want commercial fisheries succeed.It is the flexibility Young likes that is exactly what strikes some as a step backwards. Democratic Congressman Jared Huffman of California said Young’s revisions would open the door to the bad old days of overfishing, before Young – and the senators – created the Magnuson Stevens Act. Huffman led the opposition to Young’s modifications.“So I find myself ironically in the position of defending the framework that (Young) essentially created, against my colleague’s attempts to make changes that I believe are fundamentally threatening to that very framework,” Huffman said.Huffman cited a government estimate that if all the nation’s depleted fisheries were rebuilt, it would create an additional $31 billion in seafood sales.“That’s why we want to keep these critical provisions that have worked so well, because we can do even better if we stay the course,” Huffman said.Linda Behnken of Sitka caught part of the House debate online, during a break in her fishing season. She is director of the Alaska Longline Fishermen’s Association and said it’s more important than ever to rely on science in fisheries management.“As the oceans change right now, with warming oceans (and) ocean acidification, we can’t assume that fish have the resilience that we had thought they had in the past,” Behnken said. “We need to be particularly cautious.”Behnken said the push for more flexibility is primarily coming from the recreational fishing sector in the Gulf of Mexico, which is seeking alternative management methods. She’s not in favor of straying from the principles in the Magnuson Stevens Act.“A fish that’s dead is a fish that’s dead, no matter who caught it,” Behnken said. “So all sectors need to be held to annual catch limits if we’re to assure a health future for our fisheries.”The chairman of the North Pacific Fisheries Management Council, whose jurisdiction includes the Bering Sea and the Gulf of Alaska, wrote a letter saying the Council doesn’t see the need for major changes to the Magnuson Stevens Act but also see the benefit of giving the councils more flexibility in some situations.The bill passed the House 222-193 and next goes to the Senate, where its prospects are far from certain. read more
